Toolkit for Supporting Care Leavers in Custody

‘Those with experience of the care system are more likely to have experienced significant trauma and abuse and other disadvantage that can put them more at risk of violence, self-harm and suicide when in prison. Many also have experiences of being failed by their corporate parents and can come to prison feeling extremely isolated and angry.’

Farmer Review, (2017)

‘HMPPS will provide a framework of provision and policies that together, will work to improve the life-chances of care leavers once in the community’

MoJ Care Leaver Covenent (2018)

Some young people may have had a negative experience of the care system and do not want to be associated with being a Care Leaver. Many young people consider ‘Care Leaver’ a negative label that caries stigma associated with challenging behaviour and poor attainment. This toolkit will help establishments promte the benefits of prisoners identifying themselves as a Care Leaver, to give them the opportunity to speak about their care experience and to be made aware that staff understand the challenges that they might have faced.
